Each character can earn up to a maximum of 7000 SP points. The most a character can appoint to a category is 1200 SP points, which indicates the character is a master in such said category.
Here is a breakdown of each level a character can achieve:
Practitioner: A Basic understanding and skill level. (Acquired at 400 SP) Expert: A high level of understanding and skill level. (Acquired at 800 SP) Master: Comprehensive knowledge or skill in a subject or accomplishment. (Acquired at 1200 SP)
Second note. In order to not frustrate people when figuring out how to divide their points into the "Offense" category. The three substats that fall under "Offense" will have different criteria in order to be considered Practitioner, Expert, and Master. There parameters are as follows:
Practitioner: A Basic understanding and skill level. (Acquired at 200 SP) Expert: A high level of understanding and skill level. (Acquired at 400 SP) Master: Comprehensive knowledge or skill in a subject or accomplishment. (Acquired at 600 SP)
In essence, it is possible to be a master in one more than a single substat, so you're character can be a kido/zanjutsu master, or cero/zanjutsu master. You get the idea, if not ask an admin.
Now with that in mind, here is how the three levels are defined by each category.
Offense
Zanjutsu (Applies to all races)
Practitioner/Specialist: Swordsmanship specialists are those that specialize in the use of swords during combat. Someone of this level has to have basic skills in swordsmanship as well. (Techniques included: Agitowari, Hitotsume: Nadegiri)
Expert: An Expert swordsman is highly skilled using their Zanpakutō while sealed or in its Shikai. Most lieutenants are experts, since they must know Shikai and have mastered it to a degree, so as to be promoted. This applies also to some higher seated officers as well and in some cases to captains who even though possibly having attained their Bankai, don't commonly engage in swordsmanship as their desired form of combat.(Techniques included: Senmaioroshi, Suikawari)
Master: The criteria for a master is simple; one must have masterful skill in swordsmanship above all else. The attainment of this level of skill is a testament to the wielders power and determination. Most Shinigami Captains are masters, since as the heads of their divisions, they are the true military power of Soul Society. (Techniques included: Ryōdan)
Practitioner/Specialist: Users at this level will be able to use spells from levels 1-33.
Expert: Users at this level will be able to use spells from levels 1-66.
Master: Users at this level will be able to use spells from levels 1-99.
Practitioner/Specialist: Hakuda specialists are those that specialize in the use of hand to hand techniques during combat. Someone of this level has to have basic skills in Hakuda as well. (Techniques included are: Tesshō, Chōhigezutsuki, Kazaguruma)
Expert: An Expert Hakuda is highly skilled in using Hakuda. They are well versed in various types of martial arts and have a basic understanding of how the body works. The speed of their strikes is great enough to land several successive blows in a matter of seconds. The power of their strikes is also great enough to cause damage to the body if landed in succession. (Techniques included are: Panty-Flash Tornado, Sandbag Beat, Gatling Mad-Stomping)
Master: The criteria for a master is simple; one must have masterful skill in Hakuda above all else. The attainment of this level of skill is a testament to the wielders power and determination. Not a lot of Shinigami have reached this level of skill and power in Hakuda with most of the users that have reached this level coming from the second division. (Techniques included are: Raiōken, Oni Headpoke, Sōkotsu, Ikkotsu)
Practitioner/Specialist: Users at this level can use the following: Bala, Cero.
Expert: Users at this level can use the following: Cero Doble, Gran Rey Cero.
Master: Users at this level can use the following: Caja Negacion, Cero Oscuras, Cero Metralleta.
Practitioner/Specialist: Users at this level can use the following: Heizen.
Expert: Users at this level can use the following: Wolke, Gritz.
Master: Users at this level can use the following: Sprenger.
*Offense
Just to even things out, the three sub categories under Offense have lower limits for you to be considered Practitioner, Expert, Master. Which will be 200-Practitioner, 400-Expert, 600-Master. So you can technically master to categories.
Mobility (All races)
Practitioner/Specialist: Practitioners of the technique can maintain fast movements for a short period of time, by seemingly taking only a few steps to bridge what would normally be a large distances. (Abilities include: Accelerated Body Movement)
Expert: Experts of the technique are considerably fast and are capable of maintaining high speed movements for extended periods of time. Some may have difficulty keeping with a master user. (Abilities include Shunpo/Sonido/Hirenkyaku/Bringer Light of High-Speed)
Master: Masters of the technique are obviously by far the fastest beings within Soul Society. They are capable of maintaining high speed movements for extended periods of time while only using the least amount of steps to achieve those movements. Practitioners will no doubt have a hard time keeping up with their movements. (Abilities include Senka, Way of Onmitsu, 3rd of the Shihō, Gemelos Sonido, Platform Manifestation, and Create an ability)
Reiatsu Control (All races)
Practitioner/Specialist: High Spiritual Energy. This level of spiritual power corresponds to those possessing an above average amount of spiritual power, which is finely controlled. While users at this level can perhaps maintain sanity with a user of great spiritual energy, a user of immense spiritual energy will no doubt prove to be a very challenging opponent.
Expert: Great Spiritual Energy. This level of spiritual power corresponds to those possessing a large amount of spiritual power which is finely controlled. This is comparable to an average captain. Users at this level can maintain their own against a user of immense spiritual energy.
Master: Immense Spiritual Energy. This level of spiritual power corresponds to those possessing an enormous amount of spiritual power which is finely controlled. This level of spiritual power is reflected in its ability to enhance a user during combat as well as its ability to affect the surrounding environment on a controlled level. Users at this level can affect the very flow of battle with the release of their reiatsu. Users at lower levels may be greatly affected as well.
Endurance (All races)
Practitioner/Specialist: These people have trained their body to withstand damage to a certain degree allowing them to withstand more blows than an ordinary person would. These people can take several powerful hits and keep on fighting before it starts to take effect on them. After the several powerful hits these people will find themselves under a lot of pain and won’t be able to fight as well as they would like.
Expert: These people have gone under heavy training so that their body can withstand a lot of damage without being affected. These people are close to tanks in that it takes a lot to stop them but still after taking a lot of damage they will start to be affected it just takes a lot to actually stop them. Blows that would affect lower classes would at most slow down these guys.
Master: These individuals have trained their bodies to withstand monstrous amounts of damage. Think like whitebeard (One piece) in that these people can withstand damage to an unimaginable degree attacks that would kill normal people don’t even seem to slow them down. It takes something special to stop these guys they take damage and laugh in the face of it so if fighting these guys be prepared to hit them with everything you have until they finally stop moving.
Physical Strength (All races)
Practitioner: Your character exhibits a considerable amount of strength but will have to apply a number of strikes before dealing any lasting damage to their opponent.
Expert: Users at this level should be taken seriously, because their strength is not one who should be taken lightly. The sheer power of a single strike would be enough to knock a person unconscious.
Master: Your opponent is in for a world of hurt, due to your character’s immense strength. If your opponent is not careful they will be walking home with a pair of broken bones.
Defense (All races)
Practitioner/Specialist: users of this skill level have the basic knowledge and skills in terms of defending against on coming strikes. Their defense is still weak but they can defend against some on coming strikes depending on the power and speed of the strikes.
Expert: Users of this skill level have great skill and knowledge in the arts of defense. Users at this level can defend against a number of oncoming strikes allowing them to turn defense into attack.
Master: Masters have vast knowledge and skill in the arts of defense and are able to defend against a great deal of oncoming strikes and are extremely difficult to land a solid hit against.
Intelligence (All races)
Practitioner: Users at this level have the basic skills and abilities in reading peoples movements allowing them to have more time to react to the opponents strike giving them a slightly higher chance of parrying or evading an oncoming strike if they have the required skills in other stats as well.
Expert: Users of this level have great skill and abilities in reading the opponents body language allowing them to read the opponents attacks giving them a lot more time to react than they would normally have allowing them to evade or parry the strikes a lot easier.
Master: Users of this level posses a vast amount of skill and abilities in reading the opponents body language and everything else around them. Their skill in reading the opponent almost gives them a sort of “sixth sense” in knowing what their opponent is going to do allowing them to react a lot faster. Users that have vast skill in Intelligence are very hard to land a clean blow or successive blows against.
Weapon Skill
Shinigami
Practitioner: Users at this level have yet to unlock their initial release. However, they are able to transfer reiatsu to their zanpakuto in order to strengthen its capability.
Expert: The user has achieved access to Shikai. Two unique techniques can be used by their Zanpakuto.
Master: The user has achieved access to Bankai. Up to five techniques can be used by their Zanpakuto.
Arrancar
Practitioner: Users at this level have yet to unlock their initial release. However, they are able to transfer reiatsu to their zanpakuto in order to strengthen its capability.
Expert: The user has achieved access to Ressureccion. Two unique techniques can be used by their release.
Master: The user has achieved access to Ressureccion, 2nd Etapa. Up to five techniques can be used by their release.
Quincy
Practitioner Archer: Users at this level are restricted to firing with both hands. Their projectiles may also be slightly off target or slower than higher level user’s.
Expert Archer: The user has achieved one handed firing, but still has difficulty firing accurately. They are able to firing more arrows at a faster rate than a practitioner.
Master Archer: Their skills in archery are determined by their ease of one handed firing as well as precision attacking a target without inflicting any harm to anything but the target. Master Archers can also firing a seemingly endless barrage of arrows.
Fullbringer
Fullbring Control
Practitioner: Users isolate their fullbring to one part of the body.
Expert: Users can extend their fullbring to cover multiple parts of their body.
Master: User’s can either wear their fullbring, or cover a large area with their fullbring.
Soul Manipulation
Practitioner: Pulling the soul out of singular small objects, such as a drink, piece of paper. Others can be suggested but must be approved by an admin.
Expert: Pulling out the soul of the asphalt to make it more elastic or a car to make it work for you. Again, object must be approved by an admin.
Master: Pulling out the soul of grander objects like a small body of water in order to solidify it and be able to walk atop its surface.
*Special Note: Fullbringers also have the ability to trade and share their powers with other Fullbringers or Substitute Shinigami. This ability comes standard and is not to be categorized as a single stat. In other words you can use this ability at will.
