OK, more speculation, some of it aided by the very brief character descriptions provided here at MyAnimeList.

Current local space politics: Two allied/formerly allied star polities, Le Garite and De Metrio. They may or may not be on the outs officially; hard to tell at this time. However, there is a "rebel" group, KISS, which has leadership which includes a former Prince of De Metrio, which appears to be focused on preventing Le Garite from utilizing the Voxes, amongst other things yet unspecified. KISS' current relations with De Metrio have not been revealed.

Lord Vilajulio was Lan's companion when she was younger. And, according to the character summary, a former Prince of De Metrio, one of the polities. Now, he's a leader in KISS, which appears to be in opposition to Lan's brother's polity, Le Garite, and possibly also on the outs with De Metrio, else he wouldn't be a former Prince, no? Something caused him to have a change of heart concerning his relations with Le Garite, but currently no real information on that has been revealed.

The lads: Apparently former cadets at the De Metrio Military Academy, in opposition to Le Garite, but initially not aligned with KISS...
The status of their relations with De Metrio is not clear, other than not having official support?

All 3 Voxes have now bonded. And what a tangled web of relations we have with those who they have bonded with!
