It might be me but, what i got from first post is that the episode was repeatedly rejected by TV Tokyo but was aired on 31th October yet banned on AT-X due to a request by TV Tokyo.
Topic title says something else though.

lol. gintama is almost always in the top ten dvd sales for the very least...
