The first time she did it was when she was borrowing the lifeguard tower and proclaiming herself queen. That chapter of the manga takes place just a few chapters ahead of the one the second part of this episode is from, so it's a minor adaptation plot hole.

Lol yeah thank you, I was wondering why no one else picked up on that. An American acting amateur at that...Cindy's lines were like late 90's english dub quality awkwardness.
One of the big reason's I don't like watching dubs today is because I always expect the drama and energy that goes into the Japanese voice acting. I always wonder if I would receive dubs differently if the voice actors focused on imitating the delivery of the seiyuu. I think I've only really seen that once, and that was Vash (and only Vash) in Trigun, and I loved it. But I suspect voice actors would consider that approach hindering and unfulfilling.
