Hojo avoided describing it as a direct continuation for two reasons: 1) to avoid hate-mail over Kaori and 2) to allow himself the freedom to re-write the backstories of the characters, to go with the seinen magazine Angel Heart was/is released in. It IS the next City Hunter; minus Ryo's mokkori/hammering.
City Hunter's final anime series ended without concluding anything. The manga continued until 1992, and there's a good chance that the source material ended the series with at least SOME closure, but that's neither here nor there.
Thank the lord for Angel Heart having been given the anime treatment, because it DOES reveal what happens to the CH cast a good number of years into the future. It's a parallel universe spin-off where certain events go against what happened in CH, but a lot of what's revealed, one has to assume, is what the author intended to have happened in CH's own universe.
