So many. I can't decide. Here is a few.

Anything by Yoko Kanno is worth listening to, i loved the music of Macross Plus, and Ghost in The Shell Stand Alone Complex, and Cowboy Bebop, Escaflowne, etc

Studio Ghibli always has some great soundtracks

Steamboys music is superb.

Bubblegum Crisis OVA had a good selection of J-rock songs

And Evangelion had some decent music and a great opening.

FLCL is essentially a bunch of Pillows songs with a couple other stuff here and there.
Samurai Champloo also has Nujabes and Shing02 and some other dudes.

Anything which has a soundtrack by Yuki Kajiura (Puella Magi Madoka Magica, Noir, Mai-Hime, Kara no Kyoukai) or Yoko Kanno (Ghost in the Shell: Stand Alone Complex, Macross Frontier, Darker Than Black, Cowboy Bebop). Both of them are geniuses and have made many fantastic soundtracks over the years.

Hideki Taniuchi deserves a mention for his work on Kaiji, Akagi and Death Note, as does Yasuharu Takanashi for his work on Heartcatch PreCure!, Mononoke and Shiki OST's, amongst other things.

Also, the Panty & Stocking OST comes to mind.

Joe Hisaishi's work in Miyazaki's films is the first thing that comes to mind. The composition of ea movie's title song is very memorable. Listen to it whenever you get the chance.

    I'd say:
    Cowboy Bebop
    Evangelion
    hack Sign

The best three soundtracks I've heard. Not just a few tracks, like most good anime soundtracks, but the whole album.

Cowboy Bebop! I listen to the whole albums in the car on a regular basis

Otherwise I only listen to the OP/ED of shows I really liked

    In general:
    FLCL
    Higurashi

    While gaming:
(pre-made Ragnarok Online music choice.... Yep, still play that. Hell, I played the alpha test version)
    .hack//sign
    Noir

    Sleeping
any slow or instrumental Yuki Kajiura songs
Ragnarok Online 2 soundtrack (Yoko Konno. Damn, what a waste RO2 music was when they scrapped the game. It's amazing)

theres alot of single tracks that I like alot, but as far as complete soundtracks, probably these come to mind:

Romeo x Juliet (very movie-like - lots of influence from john williams i would expect)
Rental Magica (was very pleased with the soundtrack, suprisingly)
5 cm/s (pretty much just 3 themes repeated, but still nice. tenmon does some great stuff)
Macross Frontier (kanno yoko at her best <3)

Its hard to say which single tracks are my favorite, but probably the two most epic IMO are:
Omae no XXX de Ten wo Tsuke! (TTGL) http://www.youtube.com/watch?v=_JE4Em9bSIE
Justice and Freedom (Gundam Seed OST 3) http://www.youtube.com/watch?v=V5x05GjXGKc

If you guys like osts alot, you should really check out the thread based on guessing shows from tracks!
Its the Name That Anime: Musical Edition (shameless promotion)

You might notice it sounds similar to L's theme.

    Same composer.

Personally I thought the first season's music was better, but hey.

    This is a tough question.
Rurouni Kenshin has one of the most memorable soundtracks I have ever listened to.
Both ef also have wonderful soundtracks.
Uta Kata has a beautiful soundtrack as well.

    Rest assured; I'm forgetting some.
