HI I'm just trying to remember who is the VA of the demon lord( beel's father) I remember hearing his voice some where in another anime maybe gintama but I'm not sure

To me he sounds like Tomokazu Sugita. He voiced Gintoki in Gintama.

in the ova he sounded a lot like urahara kisuke. this time only a bit like him and a bit like gintoki

No, it's definitely Takahashi Hiroki. The official website says so too.

Sugita is already doing another character in beelzebub called Kanzaki Hajime.

I found him, he is the one who did shinji voice in bleach, and vach in trigun. I'm sure he is the one. His name is Onosaka Masaya. http://myanimelist.net/people/173/Masaya_Onosaka
