At the end Lana's dad said "Don't worry, I have something he wants. He'll forgive us if I give it to him." I get the feeling these people are just community-oriented enough to give Lana away. I saw that horse guy eyeing her. As for the ship in the fish preserve, I'll bet Uncle Gull lied about it. Looked like a war machine to me. Maybe they use it for population control, preventing citizens form leaving and undesirables from entering. Their extremely hostile (murderous) welcome to Dyce's Barracuda is proof enough.
