Is the Wolf's Rain manga based on the anime? I've read that it's only two volumes long. How can it have the same story as an anime that took two seasons to finish?

It's not based on the anime, although it uses most of the same characters and a few of the same events. The story is largely different, especially in the second volume. It was written by Keiko Nobumoto, the writer of the anime, however. This isn't unheard of. Escaflowne manga, for example, was released concurrently with the anime as well (actually two Escaflowne manga series were) and deviated greatly from the anime plot.

Seeing as the anime came first, the manga is indeed based on the anime. They're not identical, though, and of course the story of the manga moves much faster.
