Need Adobe Premiere Pro advice

Hopefully I can get someone in here with knowledge on that so I don't have to create another account on another forum, heh.

Anyhow, I took video on my c615 cam and am using Adobe CS6

The footage, however, is 15 FPS, 1080. I thought it would give me 30FPS but I guess not, even at 720 it seems unless (based on a separate search, I use a different program than logitech's)

Anyhow, so I did a custom setting and put 15 FPS but my video playback is still choppy. I can play 720P and 1080 at 24 fps, but the 15 fps is not working. It's WMV. It plays about 2 seconds or so smoothly then it's choppy but I hear the sound and it's smooth.

I'm new with the program, but can I get help to figure this out, it's bugging me out, all I want to do is edit my video.

If your raw footage is in 15 fps, it's always going to look choppy. Even if you used Premiere or After Effects to extend the length, you're still going to be dealing with a low frame rate.

Unfortunately, while you can always DECREASE frame rate by adjusting the project parameters, you can't increase it. It's kind of like scaling up a low res image…while you can always downsize, it's impossible to really scale upwards if that's the original quality in which you're working.
