| In art class at school I mostly did anime related things and so did a few of my classmates. Technically "anime" has movement while manga is still, so maybe not but most people call it "anime" anyway. |

Here's how you make anime :
In modern anime most of the backgrounds are mostly done in 3DCG. They just place the anime character frames over it. That's how you make anime! ( I never did it myself ) |

Somewhere in Japan, lots of people sit around painstakingly drawing anime. So the phrase "draw anime" is valid. 2) A lot of people can draw anime-style. I can show you some of my works, but they suck. 3) Anybody has legal right to make animation. The maker can even profit from it in some way. If you plan to make some intellectual property into anime, you have to get the owner's approval first. Of course, you can always break the law and make it anyway, and the owners are likely to overlook it in a lot of cases. 4) If you are not making animation in Japan, it doesn't count as anime. Even if it is really similar in a lot of aspects, like Avatar the Last Airbender.
