What do they mean by "partner"?

So they keep talking about her partner for each year because her memory was erased. When they say partner, do they mean romantic partner? Or friend partner? Or business partner? Or some other kind of partner? I am just massively confused. Also, if it's romantic partner, then what the hell? Index looks like she's about 12 anyway lol.
