It probably depends on the situation in which I meet them for the first time.

That's not to say though I haven't met some really good friends right when I first met them, but also a bunch I regret being friends with to this day : >

Best friends? I dunno about that, for me I'd need to at least have known (I think I worded that funny) the person for a while to become "best friends" with them. But friends at first sight, sure. It can work.
