| i know that you need to be ranked 1st in each rank to get to the next class but if C rank 1st decided to go up a rank that means he/she will leave the former rank and makes the 2nd rank at C go up 1 rank to 1st C is that mean the 2nd rank at C can go to B rank as well because he/she is the top of the rank or is there other explanation about this? |
| that's presumably correct. It's pretty much why Sweet Mask holds the no. 1 rank of A-class; to prevent those he thinks are unworthy to enter S-class. Of course, Sweet Mask could be totally inferior to some people in S-class, but the manga insinuates he holds authority over them and is also overwhelmingly strong himself. |

Umm, so that means if sweet mask decided go up a rank then the 2nd A class hero can go up rank too? |
| It should work like that, but alot of people don't give up rank 1 and move up, both fubuki and sweet mask are blocking the next class for their own goals. And you don't have to be rank 1 to move up, licence rider is C class rank 1 and Fubuki B class rank 1 for a while but other people still go into B and A rank regardless, it's about the accomplishments as a hero. |
