Tags were originally meant to be like "Horror", "lewd", "Action" etc. So yeah these were divided by commas or apostrophes. They were not meant to have sentences written in the tags originally like lots of people do now (me included). It really should be a Comments section, with a new thing for just showing the tags already put with the anime on its page.
