For me there are quite a few reasons, firstly it doesn't go over the top with the love interests, the amount of action and writing keeps the story solid, and each individual is badass in their own right rather than overly sexual.

Pretty much this. Though some harems are getting better, this was the best and original.

Yup! my favourite! So the best example of perfect harem excuse is Oretachi ni Tsubasa wa Nai: Under the Innocent Sky:

about the answer is evident, so there is not a definitive love affair, so the more intense and truly love is for Ryoko - she would give her life for Tenchi and his safety -, the from she express so she is an airhead when it comes for Tenchi, so she is a hardened space pirate.

I prefer the plot developed on Tenchi Universe the more. Princess Ayeka is selfish, but too love at her pace to him, Sasami is a mature child with the seed of love for future, is like each woman/female character were a metaphore of a "perfec lovely wife" on various separated personalities/persons.

For Washu is a rare feeling between experimental individual/curiosity - so her ego is too weak for cajolement -. The two space police women are the more rare pair on the series, so is more like the hyperairhead, glutounous and idle Mihoshi balance with mature, responsible and righteous Kiyone . . .

Actually because there was little well fan service maybe, it wasn't to sexy from what I've seen so far. I like harems in anime, (ps, there is no true harem anime, only harems in different genre of anime series),
because the girls tend t be whacky, funny and sexy.
