Log Horizon - Shiroe is a pretty sick strategist. It's less of action and more of policies and game mechanics though

Ryuugajou Nanana's buried treasure - Not exactly the MAIN character, but one of the main cast. Tensai is portrayed as a brilliant detective type. Also, the show itself is pretty adventurous.

Hyouka - I'm watching this now, and the main character is portrayed to be really smart (just extremely lazy). It's been pretty enjoyable. But it's a SOL with literally no action.

Maybe he wasn't referring to gon. I also recommended HxH but the 1999 version. Kurapika and killua were smart. And the show involves strategies, especially the first part where there were still taking the exam

Well if someone asks you who's the main character of hxh it's pretty obvious that it's gon, if someone asks you the main characters "s", you say killua, gon, kurapika, leorio, hisoka, ilumi, etc
