You can watch Railgun without Index, but the appearances of the MC from Index(and other stuff) wont make sense, will look like asspulls etc. Index explores the in universe lore as well,unlike Raalgun that when it isnt adapting the manga just puts -bad-filler of cute girls doing cute things. |
| I don't think the order matter much except to watch Toaru Majutsu no Index S2 last. S1 of railgun is kind of happening in between Toaru's first season and a little bit in the 2nd one. |

Railgun S1 starts with events prior to the 1st ep of Index and ends before the start of Sisters arc in Index which is around ep14. |
