If you haven't noticed, Buggy's presence has been helpful throughout most of this arc. He's piratically been helping Luffy's cause (the prevention of Ace's execution), through mere luck though. If he hadn't had stolen the snail, they would've gone ahead and execute Ace before the pirates got to him.
