Ending mysterious dead guy?????

Can someone please explain to me who the hell the random ass dead guy is in the very last episode? its at 17:42 or abouts there, while the new president is talking about the changes and blah blah... it just shows a clip of some dead dude in the fetal position in a pool of blood.... what the hell??? has no one else wondered this???
