Toei didn't create it, they just animated most of the episodes. (Some were done by South Korean and Filipino studios.) They also animated the old G.I. Joe show, among lots of other cartoons in the 80's, but nobody would call those anime. The Transformers toyline did start as an amalgamation of several pre-existing Japanese toylines for sale in the U.S., but the show (and everything about the Transformers brand itself) was American before it was brought to Japan and got a Japanese dub. It was successful there as well, and several Transformers shows were later made in Japan that were actually anime.

So it's not anime, but it does have several connections with Japan and anime. If it still gets listed it would probably be important to know which of said connections made it qualify; if this show is allowed to be here, there are possibly other western cartoons that could be listed if they fit whatever criteria it apparently meets.

Once again Anime is Japanese "Animation". If you look for a definition of anime it says "a Japanese style of motion-picture animation, characterized by highly stylized, colorful art, futuristic settings, violence, and sexuality.". So if its animated in Japan its anime.

So GI Joe, the original Teenage Mutant Ninja Turtles series, Muppet Babies, My Little Pony, The Real Ghostbusters, Spider-Man and his Amazing Friends, and Dungeons and Dragons are all anime too? Toei did some animation for them, after all. None of those shows are currently listed here, so your opinion is not supported by the status quo.
