I know it's based on a 1991 novel but am I the only one who thinks of Björk stalker with the letter bomb?
The guy (Ricardo López) mailed a letter bomb desiged as something else (book from tour company) and Mima (or somebody close) gets a letter and somebody close dies.
Is it loosely based on Ricardo?

Not really.

There are parallels to find if you look hard enough for them, but Perfect Blue is distinctly Japanese and Me-mania represents the collectivley extreme Otaku rather than some Uruguayan-American pest control guy. It's too much of a stretch.

No, a 1997 film adaptation of a 1991 book is not inspired by events that happened in 1996. The film was already in production before that, anyway.
