This man is an idiot.
How do you expect to change the system from the inside when you have no power at all? Being Japanese means no political power, no military power, being discriminated against everywhere. Then, no one influential supports the Japanese cause. If it's just the Japanese retaliating, expect failure.
When you lack any of these, the only solution is violence.
Maybe it didn't happen in the CG world but he should go study some Hitler and Martin Luther King.
Notice in all 52 episodes, Suzaku has changed nothing. Been nothing more than a hinderance and an annoying mofo.
