The ending result was a single village that combined the ninja from the Mist and ninja from the Clouds. Because of this, a new Kiri-Kumo Alliance was formed. The Raikage would become the head and overseer of the political atmosphere of the village, while the Mizukage took the position of leading most of the ninja, especially the ANBU, and would focus on defense of the village and tracking down rogue ninja. Smaller villages took advantage of this to gain more strength, as well as new clans of ninja forming homes of their own in various places in the world. With a more open and free-form environment to explore, these ninja gained significant attention along with more freedom. Many still to this day travel without any real affiliation to a single clan or village. These ninja are called Missing-Nin. Not all Missing-Nin are being hunted down, some just left without a word for their own purposes, and may still be welcomed and protected by their home villages. Others, however, could have fled because they attacked and/or betrayed their own village, or are just considered high-risk and are put into a Bingo Book with a bounty on their head. This makes them targets to any village that wishes to cash in on that bounty. All the Genin that have participated in the Exams so far have been lead to believe that the third test is to escape the city while an army of Chunin ranked skeletons are attacking them.
