They both have hot springs, fanservice and comedy. Says it all.

The humor used in the two series is almost identical. They could only fit so much random mature humor into this OVA, but Seitokai Yakuindomo has 12 episodes to load up on it. You'll probably get the connection after the first episode, and Seitokai Yakuindomo is fairly unique in that it is focused on nothing but mature humor and ecchi, yet is still entertaining to watch unlike some previous attempts by other anime.
