Kids who run around town while getting into lots of adventure and whose actions then affect the wider world? Seems like Dennou Coil and Chocolate Underground have something in common.

Dennou Coil, though, is a very developed story about kids with high tech gizmos getting caught up in a technological "war" while in Chocolate Underground, the kids try to make war with the tyrannical leader of the country.
