Assemble Insert

Both are old ova/movies with female lead who got superhuman unbelievable strength,got their funny moments and some over the top fights.
However Assemble insert is more of the parody of typical anime setting(A simple minded girl fighting for government instead of police )and making fun of advertisement in anime industry without having any kind of fanservice while PROJECT A-Ko is more of over the top action(good fight) comedy anime with light fanservice.

Both light hearted and from the same era, both have memorable and enjoyable characters, and both are very well written.

cute simple minded super strong main character that make you laugh at the good times and feel for them in the hard times. That goes for both of them.
